EOPS is a State-funded comprehensive Academic Counseling Program designed to provide additional support to eligible full-time students. 

Our mission is to enhance student success by providing “over and above” services to students with economic and academic barriers to education. Our fundamental goal as a program is to increase the number of underrepresented students enrolled in community college. We accomplish this by providing an overall supportive environment with various benefits and services. Eligibility is determined by academic and financial need as mandated by the state.

CARE Program

CARE was established by the State of California in 1982 as a supplemental component of EOPS to provide support services and activities for the single, head of household student, who also utilizes CalWORKs/TANF funds as income assistance. This program was designed to promote self-sufficiency through education and training.

If you are 18 years of age or older, designated as a single head of household, with at least one child under the age of 18, receiving CalWORKs/TANF and accepted into the EOPS program. You may qualify for additional services with the CARE Program. Students must meet requirements for EOPS in addition to CARE criteria.

Guardian Scholars: Foster Youth, Juvenile Justice, and Special Circumstances

Orange Coast College's Guardian Scholars Program is committed to supporting ambitious college-bound students who are current or former foster youth/wards of the court who were in care on or after their 13th birthday. The Guardian Scholars' mission is to provide a comprehensive program that contributes to the quality and depth of the student's college experience. It serves as a resource for young adults by assisting in their development and equipping them with skills necessary to transfer to a four-year university or the vocation of their choice. Guardian Scholars aims to be a "One Stop Shop" that provides caring and personalized assistance with educational goals and practical day-to-day needs to ensure that students take full advantage of college life both inside and outside the classroom. Services include academic advising, textbook grants, referrals to community resources, field trips, and events.

Guardian Scholars: Special Circumstances Questions

For students that fall outside these eligibility criteria, we offer the Special Circumstance application process as our funding allows us to accept a limited number of students that would benefit from the program who were not in foster care and/or the juvenile justice system during their adolescent years (ages 13-21) but who may have experienced similar challenges and barriers as a traditional Guardian Scholar. 

Please respond to the following questions with as much detail as you believe is necessary and sufficient for the team to have a clear picture about your situation and circumstances. The purpose of this application is to show how your life experiences may have challenges and barriers in common with a student who was in foster care and/or the juvenile justice system on or after their 13th birthday. Your responses will be carefully reviewed by the Guardian Scholars  Committee. All responses will be kept strictly confidential unless you disclose information that indicates an immediate threat of harm to yourself or another.  


Please note: A follow-up interview may be scheduled to further discuss any of your answers. This will be considered as a part of your Guardian Scholars application.

Student Equity was created to address gaps in achievement for students with the greatest needs. (Note at this time EOPS students are not eligibile for Student Equilty and would need to do an appeal process to be considered for both Student Equity and EOPS Program in the same semester.

Umoja is a Kiswahili word meaning unity. Umoja Program at OCC is a community and a critical resource dedicated to enhancing the cultural and educational experiences of African American and other students.
